He used the term in referencing something else but I want you all to listen closely to what it really means
80-20 is the ratio we needed to reach of people being awake before the Hammer of Justice could come down
We have reached the threshold
We are there
Justice is coming
80/20 is a ratio that the military evaluates in regards to public awareness to determine whether or not it can avoid civil war in a geopolitical landscape, whereby the 20% of dissenters have virtually no power, influence, or threat against the will of the majority of a sovereign population. ~ Sandman (X)
