In order to arrest a citizen, yes, a warrant is required. However, in the case of an illegal alien or someone who has overstayed a visa, no warrant is required at the time of arrest. The individual can be detained and their identity confirmed after arrest, including any possible outstanding warrants or arrest records from this or other countries.
