This letter documents how you dissolve an institution without losing the capability. You close the office, transfer the people, preserve the infrastructure, and build something new on the foundation. Truman did it in eleven sentences. The OSS died on paper. The capability lived. The CIA was erected on the foundation fourteen years before it investigated PERMINDEX.
Now flip it.
If you’re the CIA in September 2026 inside the enforcement window, with 383 CS entries running, five sovereign powers purging simultaneously, the Glass Rails hard close at November 4, a classified annex attached to EO 13818, and the entire framework pointing at institutional capture that runs through your own lineage you have two choices.
You can pretend the lineage doesn’t exist. Or you can post the founding document and let people read it for themselves.
Posting this letter today says: We know where we came from.
The OSS was built by Donovan. It was infiltrated by the British SOE through Stephenson. Bloomfield was an SOE operative assigned to the OSS and detailed to Division Five. PERMINDEX was chaired by Bloomfield and investigated by the CIA in 1959. The institutional capture we’ve been documenting ran through the CIA’s own predecessor organization. That’s not a secret. It’s in the letter. “The peacetime intelligence services of the Government are being erected on the foundation of the facilities and resources mobilized through the Office of Strategic Services during the war.”
The network used that foundation. The capability transfer Truman ordered didn’t just preserve American intelligence. It preserved the British SOE penetration that Stephenson had installed. Division Five continued. The Solidarist networks continued. PERMINDEX was built by the people who walked out of the OSS carrying the capability this letter transferred.
So why post it now?
Because the same mechanism that allowed the network to survive the OSS dissolution is the mechanism being used to survive the network’s dissolution. You close the captured operation. You preserve the clean capability. You transfer it to new institutional vehicles. You build the replacement on the foundation of what worked.
That’s what EO 13818 does. That’s what the GENIUS Act does. That’s what the BSA modernization does. That’s what Hinge 5 does. The captured institutions aren’t being destroyed. The capture is being removed. The institutions continue under clean management. Treasury primacy replaces Fed independence. Transparent rails replace opaque rails. The SBR replaces gold confiscation. Same institutions. Same capabilities. Different management. Different direction.
The CIA posting this letter today is the intelligence community saying: We’ve done this before. We know how to dissolve the vehicle and keep the capability. We built ourselves this way in 1945. And the thing that captured us after 1945 is being dissolved the same way transferred out, liquidated in orderly fashion, without interrupting the services that will continue for some time.
Read Truman’s language one more time: “the continued orderly liquidation of some of the activities of the Office without interrupting other services of a military nature the need for which will continue for some time.”
That’s the 2026 enforcement in 1945 prose. Orderly liquidation. Some activities terminated. Other services continuing. The need will persist for some time.
They’re not hiding the playbook. They’re publishing it. Because the playbook is the same one they’re running right now just pointed at the thing that captured them instead of the thing that built them.

Above is one current operation being undertaken by an American intelligence agency, the Central Intelligence Agency, to secure itself from the foreign takeover suffered in 1949 or so, infiltration of British intelligence aligned with the Nazis. And then, the second historical note, that Operation Paperclip was supported by the powerful Bush Family, enabling the Deep State to develop deep roots into our own intelligence networks.
