These are enterprise-grade servers with redundant power supplies, hot-swappable drives, and critically a management interface called iDRAC9 (Integrated Dell Remote Access Controller).
iDRAC9 provides out-of-band management access, meaning it allows remote administration of the server independent of the operating system. This is the access vector.
These six contracts were not standard hardware procurement.They were full-scope infrastructure contracts that gave Dell Technologies personnel direct access to:
-Tabulation server hardware
-Network configuration for precinct-level data transmission
-Database administration for voter roll databases
-Real-time election night reporting infrastructure

Note: The distinction is critical. In the other 44 states, Dell hardware is present but Dell personnel do not have election-specific access. In the six contracted states, Dell Technologies employees had administrative-level access to the tabulation infrastructure itself the servers where votes are counted, the networks where precinct results are transmitted, and the databases where voter rolls are maintained.Why Those Particular States?
The six states were the only states where the margin was close enough to flip with a 2-4% weight shift. In California, New York, Texas, and most other states, the margin was too large to flip with a fractional allocation algorithm without producing statistical anomalies that would be detected. You cannot shift 15% of the vote in a deep red or deep blue state without the anomalies showing up in every statistical test ever designed for election integrity analysis. But 2-4% in a swing state? That falls within the range of normal polling error and turnout variance.
Is Everything Starting To Make Sense?
