
🤔 Timelines Patterns & Seventeen days. Six phases.
On August 24, Operation Economic Outcast launched with the largest Iran sanctions package in history.
On August 28, the UAE banking corridor was severed.
On August 30, an Egyptian state bank was cut from the dollar and a Hong Kong front company was designated.
On September 4, a Turkish bank was designated for converting Iranian oil revenues to gold.
On September 8, every remaining Iranian airline was grounded and procurement networks in five countries were designated.
On September 10 today Treasury went three layers deep into Iran’s terrorist proxy financial networks.
Layer one: Kata’ib Hizballah’s military procurement infrastructure. Four KH commanders designated. The weapons procurement advisor who guides foreign military purchases. A UAE-based Iraqi arms dealer doing Russian helicopter maintenance through his contracting company. A defense procurement company that Iraq used for equipment deals spanning Russia, Iran, and China. Treasury identified $2.6 billion in annual Iraqi government funding being siphoned through these networks to the IRGC.
Layer two: the cash pipeline from the IRGC to Lebanese Hizballah. Two Lebanese money exchangers transferred hundreds of millions of dollars from the IRGC to Hizballah between May and September 2025. A courier physically collected cash from the exchangers on behalf of Hizballah financial officials. The money bought weapons, manufactured equipment, and paid salaries.
Layer three: the gold and hawala evasion network. A previously designated Hizballah financier runs exchange houses through his sister and family members to hide his involvement. One of those exchange houses not licensed by Lebanon’s central bank to import gold buys gold in Dubai through hawalas, then uses couriers to physically smuggle it into Lebanon. A separate operator runs a gold exchange in Syria with offices in Istanbul, converting currency into large denomination bills that are in Treasury’s words “known in the Lebanese exchange sector to be frequently sourced to Hizballah.”
Gold purchased in Dubai. Smuggled by courier into Lebanon. Converted to cash that everyone in the exchange sector knows belongs to Hizballah.
That’s the same Dubai gold corridor that appeared when Golden Global Bank in Turkey was designated for converting Iranian oil money to gold. The same corridor that appeared when Spain dismantled the Banca de Dubái a $2 billion crypto narcobank routing European cocaine profits through Dubai. The same commodity that 40 people in Florida were indicted for melting into bars at a refinery to launder $250 million in elder fraud proceeds.
Three different networks. Three different investigations. Three different continents. Same city. Same commodity. Same method.
But Treasury didn’t stop at designations today. Three more things happened in the same release.
First: the licensing policy for Iran was changed to a presumption of denial. Every specific license request denied unless it involves risk to life, limb, or environmental safety. The door is closed.
Second: an individual settlement of $1.43 million. A U.S. person who provided consulting services to an Iranian software company, received Iranian dividends in American bank accounts, and purchased property in Iran. OFAC determined the violations were egregious and not voluntarily self-disclosed.
Third: FinCEN issued a Whistleblower Bulletin. They are now actively paying for information about Iranian proxy networks operating outside Iran. Tips welcomed. Awards available.
Designations. Presumption of denial. Individual enforcement. Whistleblower bounties. All in one release. All under the banner of Operation Economic Outcast.
Seventeen days ago, Treasury Secretary Bessent called August 24 “Economic D-Day.”
Today’s statement: “Whether they finance terror, launder money, or help Iran evade sanctions, we will find them, cut them off from the U.S. financial system, and dismantle the networks keeping the regime afloat.”
Six phases. Six different vectors financial system, banking corridors, shadow banking, a Turkish bank, every airline, and now the proxy networks three layers deep. Each phase hit a different corridor. Each one used a different instrument. And each one landed within days of the last.
Ten days ago at the G20: “Together this group will end this 47-year horrendous reign.”
That wasn’t a speech. That was the table of contents.
